Recently, the General Office of the Sichuan Provincial Party Committee and the General Office of the Provincial Government issued the "Implementation Plan on Strengthening Soil and Water Conservation Work in the New Era" (hereinafter referred to as the "Implementation Plan"), and issued a notice requiring all localities and departments to conscientiously implement it in light of the actual situation.
The "Implementation Plan" proposes that it is necessary to take scientific planning as the core, make up the short board as the focus, consolidate the foundation as the starting point, and improve the water and soil conservation rate as the goal, and comprehensively improve the water and soil conservation function and the supply capacity of ecological products. By 2025, soil and water loss will continue to improve, and the province's soil and water conservation rate will reach more than 79%; By 2035, the province's soil and water conservation rate will reach more than 83%, and the ecosystem's soil and water conservation function will be significantly enhanced.
Focusing on the new situation, new tasks and new requirements of soil and water conservation work in our province, the Implementation Plan focuses on four aspects: comprehensively strengthening the prevention and protection of soil and water loss, strictly regulating man-made soil and water loss according to law, solidly promoting the key management of soil and water loss, and constantly improving the supervision and management level of soil and water conservation. Fifteen key tasks were identified, including strengthening the control of soil and water loss sources, promoting the control of soil and water loss in sloping farmland, and innovating the construction and management mechanism of soil and water conservation projects.
The "implementation plan" emphasizes that it is necessary to strengthen organizational leadership, strengthen overall planning and coordination, strengthen investment guarantee, increase policy support, and strengthen publicity and education to ensure that the deployment of soil and water conservation work is effective.
