The Industrial Water Supply Plant of the Pengshan-Chengmei Petrochemical Industrial Park is located in Pengshan District, Meishan City. Its original water‑withdrawal permit was issued by the Meishan Municipal Water Resources Bureau in 2016 and was upgraded in 2022 to a permit authorized by the Sichuan Provincial Department of Water Resources. In recent years, as the park’s industrial agglomeration effects have accelerated, water demand has continued to rise. Consequently, the plant has relied on temporary water‑purchase arrangements through water‑rights trading for two consecutive years to meet its emergency water‑supply needs, making an expansion of its water‑withdrawal capacity an urgent priority. According to the plan, the plant intends to install a new integrated water‑treatment facility with a daily processing capacity of 6,000 cubic meters, thereby increasing its total supply capacity to 16,000 cubic meters per day to accommodate the additional water requirements of enterprises within the park.

Despite tight timelines and heavy workloads, the project team maintained a rigorous, evidence-based approach to produce a high‑quality report, which successfully obtained approval in July 2026.
