Recently, Sichuan Jiayuan Ecological Development Co., Ltd. successfully won the bid for the “2026 Tianfu New Area Production and Construction Project Soil and Water Conservation Supervision Technical Services” project.
Tianfu New Area is the only one in Sichuan Province and one of 19 national-level new areas nationwide. Approved for establishment in 2014, it is strategically positioned as a highland of inland open economy. In 2018, during his inspection tour of Sichuan, General Secretary Xi Jinping emphasized that Tianfu New Area serves as a crucial node in the Belt and Road Initiative and the development of the Yangtze Economic Belt, stressing the need for meticulous planning and high‑quality construction—particularly by highlighting its park‑city characteristics and integrating ecological value into its development. In 2019, the Sichuan Provincial Party Committee and Provincial Government issued the “Opinions on Accelerating the High‑Quality Development of Tianfu New Area,” providing substantial policy support with concrete financial incentives. On July 3, 2026, Wang Xiaohui, Secretary of the Provincial Party Committee, chaired a special provincial party committee meeting, explicitly calling for “mobilizing the entire province’s resources to build Tianfu New Area well” and underscoring its pivotal role as a key platform for Sichuan’s integration into major national regional strategies, with an exceptionally important position in the province’s overall development agenda. Second, we implement comprehensive remote‑sensing monitoring by fulfilling annual remote‑sensing oversight tasks assigned by superior authorities, conducting 100% on‑site verification, identification, and enforcement for all disturbed land patches within the Tianfu New Area; for non‑compliant projects, we establish detailed issue registers, dynamically track corrective actions until closure, and promptly upload relevant documentation to the “Information‑Based Supervision Platform for Soil and Water Conservation of Production and Construction Projects.” Third, we institutionalize quarterly field inspections, carrying out on‑site surveys each quarter for projects under construction that have approved soil and water conservation plans as well as for those undergoing acceptance filing, compiling survey record forms, promptly reporting findings, and assisting in the follow‑up and implementation of corrective measures. Fourth, we promote coordinated inspection and supervision by supporting higher‑level agencies in conducting project audits, maintaining issue registers, issuing corrective notices, and continuously monitoring the progress of remediation. Fifth, we systematize other related tasks by actively cooperating with competent authorities to fulfill annual soil and water conservation assessment objectives, facilitating public awareness campaigns and training initiatives, and participating in the acceptance of soil and water conservation projects while providing expert technical guidance.
