In order to continuously expand effective investment, the following opinions are put forward on further strengthening factor guarantee and fully promoting the acceleration of major projects.
I. General requirements
Firmly grasp the policy opportunities such as ultra-long-term special government bonds to support the "dual" construction, closely promote the construction of major projects, strengthen the full life cycle services of projects, adhere to the combination of goal orientation and problem orientation, continue to optimize the approval service, innovate the efficient allocation of resources, highlight key precision efforts, and promote the acceleration of advantageous resource elements to key projects. We will promote high-quality investment through high-quality projects and high-quality development through high-quality investment.
Second, policies and measures
(1) Strengthen incentives for early work. Every year, special funds are arranged to support the preliminary work of the project, which is used for project-related research and thematic demonstration, the preparation of project proposals, feasibility study reports, preliminary design, and the preliminary work such as environmental and energy-saving consultation and evaluation. 2. Further simplifying the approval of investment projects. Establish a joint review mechanism for construction land application, led by the natural resources department, and connect the development and reform, economy and information technology, water conservancy, forestry and grass, energy and other departments to the land approval system, and the review time should not exceed 7 working days in principle. Compress the time limit for the processing of construction permits, incorporate the special design technical review of fire protection, civil air defense, lightning protection devices into the joint review of construction drawings, and combine the filing of project quality supervision procedures, the filing of safety construction measures and the construction permit. The approval time of provincial soil and water conservation program reports under the management of the approval system is reduced to 7 working days, and the implementation of the commitment system is done immediately and completed on the spot. The examination and approval authority of river-related construction projects at the provincial level, cancel the city (state) preliminary examination requirements. No longer will the construction project agricultural land conversion and land acquisition application total area exceeds the land pre-examination total area of more than 10% or the scope overlap degree is less than 80% of the re-pre-examination. For limited human activities within the ecological protection red line that do not cause damage to ecological functions and do not involve the application for approval of new construction land, the relevant departments (units) shall not arbitrarily take the relevant identification opinions issued by the provincial government as the pre-conditions for the examination and approval procedures. (3) Make every effort to fight for upward funds. (4) Increase project financing support. Relying on the provincial investment project management service platform, promote the construction of project "financial supermarket" to achieve more accurate and efficient financing services. Encourage and support financial institutions to increase credit support for major projects in the province, and give notice and praise to the top three financial institutions in annual loan increment. 5. Strengthening land use services. Natural resources, together with the development and reform, transportation, water conservancy and other provincial departments, prepare a list of major project land every quarter, and give key guarantees. Establish a provincial construction land coordination mechanism, regularly promote the solution of major project land issues, and incorporate the construction land security work of municipal (state) and state-owned large enterprises into the provincial project investment listing supervision work. Support the application of major projects in the Chengdu-Chongqing Shuangcheng Economic Circle into the list of national major projects and the list of provincial government major projects. For the projects included in the list of national major projects, as well as the energy, transportation, water conservancy and other separate site selection projects in the list of provincial key projects, the land use plan indicators should be guaranteed; Other project land is guaranteed by the city (state) as a whole, and if the plan index is insufficient, it will be supported by the Natural Resources Department as a whole at the end of the year. The national major projects that need to be approved by The State Council, the reconstruction and expansion projects included in the National Highway Network Planning project, and the provincial energy, transportation, and water conservancy construction projects, the single projects that control the construction period and other projects that need to start construction due to the tight construction period or are affected by the season can apply for the first land use. Major construction projects above the provincial level can be adjusted to supplement the cultivated land in the province due to the lack of cultivated land reserve resources. 6. Improving the intensive use of land For the new construction land plan indicators obtained through the disposal of the approved and unused land, the full amount will be returned to the local governments for the protection of land for various projects. We will promote the supply of industrial land by means of flexible lease, first lease and then concession, and long-term lease, and support industrial enterprises in choosing appropriate land use methods, and the tender price of transfer (rent) will be revised and determined in accordance with relevant state regulations. Continue to carry out the "hero per mu" park evaluation, the park evaluation ranking is in the top 10% of similar development zones for three consecutive years, give the county (city, district) index reward. Support provincial key project construction units to pre-deposit land (cultivated land) reclamation fees in the form of bank guarantee. 7. Strengthening the protection of forest and grass elements. The implementation of the "capacity and deficiency + commitment" of forest and grass for provincial key projects, and the quota indicators of the use of forest land for energy, transportation and water conservancy projects in the major projects of the Chengdu-Chongqing area and the Shuangcheng Economic circle should be guaranteed. Bridges, tunnels, cofferdams, diversion tunnels, access roads and power transmission facilities and other controlled individual projects and supporting projects that need to be approved by The State Council or the relevant departments under The State Council shall, in accordance with the preliminary work approval document, go through the examination procedures for the first use of forest and grass land by the provincial forestry and grass authorities. If the temporary use of forest and grass land in oil and gas exploration projects needs to be extended, the Ministry of Natural Resources can make up for the lack of extension by undertaking the prospecting certificate extension "Receipt of Application Materials". For power grid projects that have been included in the power development plan, explore the preliminary design review opinions issued by third-party review institutions and confirmed by industry authorities at or above the municipal level as the basis for examination and approval of forest-related and grass-related matters, and start the administrative licensing procedures in advance; After the formal approval of the preliminary design, if it is inconsistent with the preliminary review opinions, the project owner shall go through the formalities for the change of the administrative license related to forest and grass within 60 days. The substation (converter station) in the key power grid project at the provincial level and above is used as a controlled single project, allowing the substation and the transmission line to separately declare the forest and grass land use procedures. (8) Optimize access to protected nature areas. For national and provincial key projects involving natural protected areas, under the premise that the project owner unit promises to "not start construction before obtaining access procedures for natural protected areas", administrative permission for the use of forests and grasslands and access procedures for natural protected areas can be handled in parallel. If the national and provincial key linear engineering projects cannot avoid the natural protected areas and really need to be built, it has been demonstrated that the negative impact on the natural ecosystem, natural landscape, natural relics and biodiversity is small, and the corresponding functional areas of the natural protected areas can be applied for adjustment according to law and regulations. (9) Strengthening the utilization of sand and stone materials. Approved energy, transportation, water conservancy and other infrastructure, linear engineering and other construction projects, shall be in accordance with the principle of conservation and intensive use of sand and stone, in the natural resources department approved construction project land (excluding temporary land) scope, due to the construction of sand and stone can be directly used for the construction of the project, no mining license. The sand and stone materials still remaining for self-use shall be reported by the local competent department of natural resources to the local people's government at or above the county level to be incorporated into the public resources trading platform for disposal. Where a new sandstone mining right needs to be established, the mining right transfer plan is not subject to the annual reporting time limit, and each city (state) may report the transfer plan at any time. For key projects in the province, within a specific territorial space, involving the same right holder needs to use multiple categories of natural resource assets owned by the whole people, to encourage exploration of mining rights and construction land use right combination supply methods. (10) Optimize project EIA management. We will strictly implement the requirements for zoning control of the ecological environment, and guide the green and low-carbon transformation and upgrading of traditional manufacturing industries and the rational distribution of strategic emerging industries. Optimize and adjust the authority of project EIA approval, formulate implementation plans to further strengthen the planning environmental impact assessment work to promote high-quality development, and constantly improve the effectiveness of EIA services to ensure major projects. The environmental impact assessment service guarantee ledger for key projects shall be established in different categories, and special personnel shall be responsible for, scheduling and guaranteeing, and tracking services shall be implemented. We will open up a green channel mechanism for major projects that meet the requirements of ecological and environmental protection, promote coordination between EIA and pollutant discharge permits, carry out "checklist" convenient services in pumped storage power plants, expressways and other industries, and take measures to improve the quality and effectiveness of EIA approval, such as early intervention in EIA pre-examination and key supervision of EIA prompt letters. 11. Deepening ecological and environmental reform. To support Sichuan Tianfu New District (Chengdu direct administration Area) in carrying out pilot projects for the linkage of ecological environment zoning control, environmental assessment, emission permits, law enforcement and supervision, and environmental management systems; to select cities (prefectures) to promote environmental assessment management classification, standardized compilation of environmental assessment documents, and intelligent auxiliary approval trials; and to explore the "integration" of park planning environmental assessment and project environmental assessment. During the heavy pollution weather emergency response period, the provincial key projects under construction can be normally constructed except for earth and rock work, building demolition, spray painting, slope protection grouting, concrete mixing, stone cutting and muck transportation. 12. Making overall plans to optimize energy use allocation.
