Letter from the Planning and Planning Department of the Ministry of Water Resources on further improving the quality of survey and design results of major water conservancy projects

River basin management agencies, water conservancy (Water) departments (bureaus) of provinces, autonomous regions and municipalities directly under the Central Government, Water Conservancy Bureau of Xinjiang Production and Construction Corps:

In order to fully implement the decision-making and deployment of the Party Central Committee and The State Council to accelerate the construction of major water conservancy projects, in recent years, water conservancy departments at all levels have accelerated the preliminary work of major water conservancy projects in accordance with the requirements of the National Development and Reform Commission and the Ministry of Water Resources, promoted the construction of a number of major water conservancy projects with extraordinary efforts, and actively played the important role of water conservancy in stabilizing the macroeconomic market. At the same time, the feasibility study of major water conservancy projects, the technical review of preliminary design reports and the quality inspection of survey and design work have found that some projects have some quality problems of survey and design results, which need to be paid great attention to and avoided in the future preliminary work.

First, the planning basis. Including the proposed project lack of basin comprehensive planning, flood control planning and other planning basis, the planning basis is insufficient, the project positioning or scale and the original planning has been greatly adjusted.

Ii. Engineering tasks and scale issues. The project tasks and their primary and secondary order are unreasonable, or there are major changes and adjustments compared with the original plan; The scale of the project is too large and does not meet the actual demand.

Third, water-saving evaluation. Water saving evaluation index data is unreasonable; Social and economic indicators, water demand forecast results are too large.

Implementation of the strictest water resources management system. The development and utilization rate of the main control section of the river is too high, which does not meet the requirements of the river water distribution scheme and the decomposition index of the total regional water use control.

Fifth, the problem of expanding the content of construction at will. Include existing, under construction or unrelated projects in the construction content.

6. Geological work is not in place. The period of field investigation is not enough, the depth of geological exploration is not enough, and the supplementary geological exploration is not timely, which leads to the lack of decision basis for dam line and dam type design.

Seven, the problem of program comparison and demonstration. The project site selection, route selection, comparison selection of main buildings and engineering layout lack the same depth of comprehensive comparison selection, the main design scheme and thematic research lack the necessary engineering investigation and targeted analysis, and the important structural parameters lack the necessary analysis calculation and model test verification.

8. Construction and operation management. The establishment plan of the project legal person does not meet the requirements of the relevant documents of the state and the Ministry of Water Resources, and the management land area, staffing, number and model of transportation in the preliminary design stage are inconsistent with the approved feasibility study report.

9. Environmental protection. Did not carry out the thematic demonstration of environmental sensitive areas or did not obtain the administrative permission of relevant departments, did not supplement the planning environmental impact assessment and ecological flow thematic demonstration as required.

River and lake management issues. The site selection of slag dump occupies the water space of river and lake, which does not meet the requirements of river and lake management.

11. Land expropriation and immigration. The depth of land requisition immigration investigation is insufficient, important physical results are missing, major changes in major special reform and rehabilitation programs, the latest compensation policy for local land requisition migrants is not adopted, and the procedures for land requisition resettlement programs are not complete.

Xii. Digital twin project design problems. The design concept of digital twin project is lagging behind and does not meet the requirements of technical standards related to the construction of digital twin water conservancy project, digital twin watershed and digital twin water network, and the design does not reflect the characteristics of the project in the aspects of "four pre-construction" capability, three-dimensional space model construction, numerical simulation engine and scene application.

For the above problems, all units must attach great importance, draw a lesson from one another, and strengthen supervision and inspection and review. Adhere to the problem-oriented, increase the investment of technical forces and working funds, effectively improve the quality of survey and design results, and ensure that the results can stand the test of history and practice.
