First, enhance the sense of responsibility for soil and water conservation in highway construction projects
It is necessary to carry out the new development concept, promote ecological protection and high quality development to do a good job in soil and water conservation of highway construction projects. Owners (legal persons) of highway construction projects should seriously practice the concept of ecological priority and green development, earnestly fulfill the legal obligations of soil and water conservation, strictly implement the "three simultaneous" system of soil and water conservation, run the soil and water conservation requirements through the whole process of project site selection, planning and design, construction, completion acceptance, operation and management, and further deepen the demonstration of soil and water conservation in the preliminary work. Strengthen the management of soil and water conservation in the construction process, promptly implement soil erosion prevention and control measures, minimize surface disturbance, abandoned soil and slag and vegetation damage, do a good job in topsoil protection and comprehensive utilization of soil and rock, and effectively control and prevent soil erosion that may be caused by project construction.
Water administrative departments at all levels should strengthen the supervision of soil and water conservation of highway construction projects, intervene in advance, take the initiative to serve, track and supervise, further optimize the examination and approval process, and actively support the construction of highway construction projects. For highway construction projects that earnestly fulfill the obligation of soil erosion prevention and control and have outstanding prevention and control effects, the establishment of "national soil and water conservation demonstration projects" is encouraged.
Transport authorities at all levels should earnestly implement the principle that "water and soil conservation must be managed in the management of industries, construction and production", incorporate water and soil conservation work into the daily supervision of highway construction projects, establish information sharing and collaborative supervision mechanisms with water administration departments at all levels, and copy project planning, approval, construction and other relevant information to inter-level water administration departments. Adopt joint inspection, special inspection and other ways to form a regulatory force, promote the rectification and implementation of problems found, and comprehensively improve the level of soil and water conservation work in highway construction projects.
Second, deepen the soil and water conservation work in the early stage of highway construction projects
1. Improving the quality of water and soil conservation programs. In the feasibility study, survey and design stage of highway construction project, the site selection and design scheme of the project should be fully compared, demonstrated and optimized according to the requirements of soil and water conservation, and the related costs of soil and water conservation should be fully included in the project estimation. Highway construction projects shall, after the approval of the project application report or the approval of the feasibility study report, and before the commencement of construction, prepare and complete the soil and water conservation plan, and submit it to the soil and water conservation plan examination and approval department with the corresponding authority for examination and approval. The owner of the highway construction project should organize the design unit to carry out on-site survey on the site selection of the slag disposal site, and fully communicate with the relevant management departments of natural resources, forestry and grass and land ownership units or individuals on the temporary land use, so as to implement the reliability of the land use, and avoid the change of the slag disposal site due to the failure to implement the land use in the implementation. The soil and water conservation program review unit shall, according to the characteristics of soil and water conservation of highway construction projects, focus on the rationality and feasibility of the scope of responsibility for prevention and control, the site selection (abandonment) of soil, the arrangement of measures, the stripping of topsoil, the balance of soil and rock, and the comprehensive utilization of residual soil, and put forward clear review opinions and be responsible for the review opinions. For water and soil conservation schemes with split projects, "small with big", and unreasonable comprehensive utilization of residual soil, the technical review was not passed. Owners of highway construction projects shall strictly implement the approved water and soil conservation plans and strictly control major changes. If adjustment is necessary due to special circumstances, the modification procedure shall be carried out.
(2) Strengthen the balance and deployment of earth and rock in the project. Owners of highway construction projects should organize design units to increase the demonstration and research on the balance and allocation of soil and rock according to the environmental characteristics of the project and the surrounding area, accurately and precisely control the scale of large temporary projects such as earth yard, prefabrication yard, mixing station and construction road, and reasonably determine the horizontal and vertical indexes of the route. According to local conditions, embankment, bridge instead of road, tunnel instead of road and other ways to achieve the overall balance in time and space as far as possible, and reduce the scale of abandoned soil and slag from the source. The owner of a highway construction project shall organize the construction unit to formulate a scientific allocation plan for earth and rock, select a reasonable transportation route, and reduce the number of backhauls. Strengthen the comprehensive utilization of waste soil and slag, vigorously promote the processing of tunnel slag for personal use, and comprehensively use it for local reclamation of backfill land, maximize the comprehensive utilization rate of waste soil and slag, and comprehensively promote the reduction and resource utilization of project waste soil and slag.
(3) Strengthening the dynamic design of soil and water conservation. In the preliminary design stage, the detailed soil and water conservation plan and its approval requirements should be fully implemented, the design of soil and water conservation measures should be deepened, and the soil and water conservation investment should be fully included in the project budget. When conducting the review, the preliminary design review unit shall simultaneously review the relevant contents of the implementation of the soil and water conservation plan and its approval, and specify the conclusions and opinions on soil and water conservation in the review opinions. The preliminary design review shall invite the soil and water conservation program approval unit to participate, and the approved preliminary design plan and its approval report shall be copied to the soil and water conservation program approval unit at the same time. The layout of soil and water conservation measures and the amount of works should be clearly defined in the construction drawing design stage, and the soil and water conservation investment should be fully included in the project budget. Important protection objects such as slag dumping fields should carry out point-to-point investigation and design, fully implement the construction drawing design of soil and water conservation measures for beam fields, prefabrication fields, mixing stations, and construction walkways, deepen the topsoil (meadow) stripping and protection measures, and ecological restoration measures, and refine the design and requirements of protective measures such as temporary stoppage, drainage, sand settling, and rayon cover during construction. Carry out temporary engineering design of slag transfer point and construction living site. Water and soil conservation measures without design shall not pass the independent acceptance examination of water and soil conservation facilities.
(4) Pay attention to scientific and technological innovation of soil and water conservation. Encourage highway construction project owners, design and construction units and highway industry technology research and development units, research institutes, universities and other institutions to carry out research on soil and water conservation technology of highway construction projects. The first is to carry out scientific and technological research on the major and difficult problems of soil and water conservation, especially in the extremely sensitive and fragile ecological environment of alpine mountainous areas and steep river valleys, and actively carry out research on the stripping, transplantation and protection of alpine meadow scrub, and vegetation restoration in high-cold dry and hot areas. The second is to carry out research on water and soil conservation information technology, especially the construction of roads in difficult mountainous areas. Modern advanced means such as UAV, satellite remote sensing, 5G communication, and big data should be used to improve the level and ability of water and soil conservation work in the planning and location of slag disposal sites, construction and management. The third is to actively promote the standardization of water and soil conservation in the industry, focus on the linear engineering characteristics of highway construction projects, and timely transform the successful experience and mature technology of the industry into technical policies, technical standards and technical guidelines that can be replicated and promoted, so as to promote the overall improvement of water and soil conservation work in the industry.
Third, strengthen the management of soil and water conservation process of highway construction projects
(1) The main responsibility of the owner of the compaction project. Owners of highway construction projects should strictly implement soil and water conservation laws and regulations and relevant system requirements, strengthen organizational management, incorporate soil and water conservation into the project construction management system, establish and improve the management system of the whole process of soil and water conservation, clarify the responsibility requirements of responsible departments and participating parties for soil and water conservation, guarantee capital investment, and establish a reward and punishment mechanism. Ensure that soil and water conservation measures are designed, constructed and put into operation simultaneously with the main projects.
(2) Strictly control the change of slag dump site. In the process of implementation, the owner of the highway construction project should strengthen the management of the construction unit, and the abandoned soil and slag should be stacked in the special storage site determined by the water and soil conservation plan. The owner of the road construction project shall refuse to agree to the change of the abandoned soil (slag) field caused by illegal abandonment and out-of-range disturbance, and organize the construction unit to clean up. If it is really necessary to set up a new abandoned soil (slag) field outside the special storage area identified in the approved soil and water conservation plan, the owner of the highway construction project may first use it after obtaining the consent of the local county water administrative department, take protective measures at the same time, ensure that no soil and water loss hazards occur, and submit a change report to the original examination and approval department within 6 months.
(3) Standardize soil and water conservation construction activities. Construction units should standardize construction behaviors, achieve green and civilized construction, actively adopt new technologies, new technologies and new equipment, strictly control excavation disturbance surface, strengthen topsoil (meadow) stripping, implement temporary protection, and synchronously implement soil erosion prevention and control measures such as various blocking projects, slope protection projects, flood control and drainage projects, and vegetation construction projects with the main project. Try to avoid construction in the rainy season, eliminate out-of-range disturbance, and prohibit illegal acts such as slope construction and high level slag discharge. If the construction unit makes comprehensive use of the abandoned soil (slag) outside the project for land reclamation, it shall ensure compliance with the law, and report to the local county water administrative department before abandoning the soil (slag).
(4) Clarify the responsibilities of supervision and monitoring units. The whole process of soil and water conservation monitoring and supervision should be carried out in highway construction projects. Soil and water conservation supervision units and personnel should fully implement on-site supervision, strengthen the coordination and interaction with the main supervision, urge the construction unit to implement various soil and water conservation requirements and measures, and timely propose rectification, punishment or termination of construction contracts to the project legal person responsible for causing serious soil and water loss. Soil and water conservation monitoring units should strengthen the "process control" and "quantitative analysis" of soil and water loss, carry out monitoring three-color evaluation according to regulations, and timely issue written monitoring opinions to provide basis and support for construction units to prevent and control soil loss and water administrative departments to implement supervision.
(5) Strict independent acceptance of water and soil conservation facilities. The legal person of highway construction project shall, in strict accordance with the acceptance standards and conditions determined by the standards and specifications of soil and water conservation, organize the independent acceptance of soil and water conservation facilities after the completion of the civil construction project, put into operation or before the completion of the acceptance. For projects that have not obtained the report receipt for independent acceptance of water and soil conservation facilities issued by the water administrative department, the completion acceptance inspection shall not be carried out and shall not be put into formal operation. Water administrative departments at all levels shall strengthen the supervision and inspection of the independent acceptance of water and soil conservation facilities for highway construction projects, increase the law enforcement investigation and responsibility investigation of the "unverified" and "unverified first" highway construction projects, order the completion of the independent acceptance of water and soil conservation facilities within a time limit, and increase the acceptance and verification efforts. Violations of soil and water conservation found in the verification shall be investigated and dealt with in strict accordance with the law and regulations.
Fourth, strict law enforcement and investigation of soil and water conservation in highway construction projects
1. Strictly supervise and enforce the law. Water administrative departments at all levels shall investigate the responsible units of highway construction projects with problems of soil and water conservation violations by way of interview, notification of criticism, key supervision, credit punishment, etc., and strengthen law enforcement and investigation. Major illegal cases that cause serious soil erosion shall be listed and supervised, publicly exposed, and strictly investigated, and those that cause soil erosion shall be handed over to the public security, and procuratorial organs shall carry out public security management penalties, criminal liability investigations, and ecological and environmental public interest litigation respectively.
(2) Application of enhanced results. Water administrative departments at all levels shall, according to the authority of project management, copy the violations of soil and water conservation problems found in highway construction projects, and the investigation of their responsibility, credit supervision, law enforcement and other information to the transport authorities at the same level and the superior units of the project owners. The identified "two single" projects for soil and water conservation will be pushed on the provincial and national water conservancy construction market supervision service platform and the national credit platform. Projects under construction and operation period have "no approval to build", "no inspection to invest" or "no implementation of soil and water conservation measures", etc., the water administrative department will be included in the key supervision list.
